Abstract:
The empowerment of Sevastopol of the constituent entity of the Russian Federation, on the one hand, underlines the importance of the geopolitical significance of the city for the country, on the other hand, in a relatively small city with an active population creates a number of problems associated with the fulfillment of local self-government in the outright meaning of this word.
