The Role of Strategic Monitoring and Control in the Strategy of Employment Development in the Region

Abstract:
Introduction. The transformation of employment in the context of digitalization, demographic changes, and the increasing complexity of socio-economic processes raises the requirements for the quality of strategic management of employment development at the regional level. In these conditions, the importance of not only developing scientifically sound strategies increases, but also ensuring their effective implementation, which requires the formation of strategic monitoring and control systems that allow comparing targets with actual results and timely correcting management decisions. Despite a significant number of studies devoted to assessing the employment of the population and human potential, the issues of forming an integrated strategic monitoring and control system as a tool for managing the development and implementation of a strategy remain insufficiently developed. The existing approaches are dominated by an analytical assessment of indicators, while the mechanisms of their integration into the contour of strategic management and managerial decision-making are not sufficiently disclosed.The purpose of this study is to develop the theoretical and methodological provisions of strategic monitoring and control and to develop an integrated assessment system for the implementation of the employment development strategy in the region, which ensures the formation of management decisions based on the analysis of deviations in key indicators.Materials and methods. The methodological foundation of the study is based on the theory of strategy and the methodology of strategizing developed by V. L. Kvint, within which particular attention is paid not only to the development but also to the implementation of strategy. The approaches to the strategic management of labor resources developed by I. V. Novikova are also considered, within which employment is viewed as a key object of strategic management. The research uses methods of system analysis and strategic modeling, comparison and generalization, which make it possible to interpret statistical data, form a system of indicators and evaluate the dynamics of human potential as an element of strategic monitoring and control of the implementation of the employment strategy.The results of the study. In the course of the research, a system of indicators for assessing the human potential of the region was formed, including socio-economic, demographic, educational, scientific, technological and digital parameters. Based on this system, the integral human potential index of the Amur Region was calculated in comparison with the Far Eastern Federal District and the Russian Federation for the period 2015–2023. It has been established that the growth of the integral index of the Amur region in 2022–2023 is due to an improvement in indicators directly related to the employment of the population: a decrease in unemployment, an increase in labor force participation, an increase in the number of personnel engaged in scientific research and development, as well as the development of the education system and digital skills of the population. The formed system of indicators and the integral index are used as tools for strategic monitoring and control, ensuring a comparison of the actual employment parameters of the population with the targets of the regional strategy. This makes it possible to identify deviations, evaluate the effectiveness of strategic initiatives and form informed management decisions. In addition, a list of indicators was proposed to assess the effectiveness of the implementation of the employment development strategy, focused on the strategic priority “Ensuring decent employment and promoting economic growth†.
