Abstract:
The purpose of the article is to determine why, in the presence of personnel demand from industry, the employment of participants in a special military operation is often difficult or short-lived.Methods. The study is based on the results of two surveys conducted in August 2026 in the Republic of Tatarstan: 196 participants of the Special military operation and 68 industrial enterprises took part in them.Methods. The responses of applicants and employers were compared, the respondents’ open statements were analyzed, and the vacancies declared by enterprises were distributed according to the qualification requirements of candidates. 51 enterprises have confirmed their willingness to consider participants in the CBR. However, out of 237 vacancies, only 48 did not require prior training, while 147 required a work rank, a certificate, a certificate or a driver’s license. On the part of the candidates, the most noticeable obstacles were the state of health, lack of suitable vacancies and lack of qualifications. The reasons for the termination of work have come to the fore in terms of pay, health and inconvenient working conditions. The results show that the main problem is not so much the lack of vacancies, but rather the discrepancy between a person’s capabilities and the requirements and conditions of a particular workplace.Conclusions. To bridge this gap, a mechanism has been proposed that combines diagnosis, job description, recruitment, short-term training, mentoring, and post-employment support. The effectiveness of this approach is proposed to be assessed not only by the number of people employed, but also by maintaining employment after 3, 6 and 12 months. The developed mechanism can be tested as part of a regional industrial pilot.
