Abstract:
The article is devoted to the actual problem of the effectiveness of the regional system of state civil and municipal service personnel professional development in terms of mastering additional professional education programs. The purpose of the study is to identify the correlation dependencies between the parameters of updating the employees qualifications in the constituent entities of the Russian Federation and the regions socio-economic characteristics. The research methods include statistical, correlation, and multiple regression analysis, ranking, general scientific methods of data interpretation (generalization, comparison, abstraction, etc.), graphical methods of presenting information.Results. It has been revealed that in 2021–2025, the additional professional education systems for public authorities in the constituent entities of the Russian Federation increased the volume of updating the qualifications of state civil servants and municipal employees (by 19% in total for the Russian Federation). In 2025, compared to 2024, the share of employees who completed additional professional programs increased by 11%. However, the improvement of the personnel qualifications in regional executive authorities and local self-government does not have a significant impact on the socio-economic situation in the regions. There is a significant disparity between the regions in terms of the rate of updating the employees’ qualifications, and the pace and intensity of this process vary significantly: there are sharp fluctuations followed by deep declines, and there is almost no stability.Conclusions. To turn the professional development of employees into a driver of regional development, the system needs to be reconfigured, including: reducing the share of additional professional education programs in the professional development system of employees, replacing them with various forms of on-the-job training; linking the programs content to the current development strategies of regions/municipalities; reforming the state/municipal order for training public authorities.
