A. P. Mironova ()

Administrative Consulting, 2026, issue 5

Abstract: This article examines the transformation of public ethics in the context of digitalization of public administration. It analyzes key areas of digital government development, including digital infrastructure, legal regulation, digital literacy, information security, and digital communications. Particular attention is paid to the ethical risks arising from the implementation of digital technologies in government activities. The opportunities and limitations of using platform solutions and artificial intelligence in the public sector are explored. Using the example of the Russian GosTech platform, the article explores prospects for improving the efficiency of public administration, transparency of government activities, and the quality of services provided. It concludes that the digital transformation of the public sector requires not only technological changes but also the development of a new system of public values based on the principles of openness, responsibility, and the protection of citizens’ rights.
