Abstract:
The research team has been tasked with developing a methodology for quantitatively assessing the contribution of activities under national projects and state programs of the Russian Federation to sectoral labor productivity. The first step towards solving this task is to classify these activities based on their impact on sectoral labor productivity. The aim of the article is to define a conceptual approach to this classification. The analysis has shown that the optimal approach is based on establishing relationships between the activities and sectoral gross value added and sectoral total labor costs. At the same time, an activity is considered to have an impact on labor productivity if it can be linked to a specific industry, if the exact volume of funds flowing into it can be determined, and if its implementation itself ensures an increase in industry output. The paper justifies the need to group activities depending on the duration of the effect of their impact.
