Management of Development Tourism and Recreation in the Region: the Theoretical Basis and Practical Directions of Activity

Abstract: The article deals with theoretical approaches management of the development of tourist and recreational areas as well as practical examples of management in Russia as the best management practices in this area. The article shows the profound integration of the industry of tourism and recreation in the socio-economic system of the region and proved the impossibility of managing the development of tourism and recreation separately from the overall strategy and management of socio-economic development of the territory. The concept of tourist-recreational potential of a region is formulated within the framework of system approach. A cluster approach and peculiarities of cluster policy in tourism and recreation are considered. The authors pay attention to the need to integrate the management of the development of tourism and recreation, and the formation of appropriate administrative and management structures, the general principles of managing complex systems theory. In addition, it analyzes the experiences of several Russian regions, demonstrating experience of effective implementation of their tourism potential.
