Analysis of the Development of Russian Regions to Refine the Regional Policy Using Neural Clustering Techniques

Abstract: The article describes the current situation about support of the socio-economic development of backward Russian regions to reduce the differences between the regions. The authors show a lack of effectiveness of targeted funding programs developed on the basis of federal districts that combine regions according to the territorial principle. An approach proposes to specify the parameters of the state programs of regional development using artificial neural networks to analyze the socioeconomic situation in the regions. In the article there is an example of using self-organizing maps for the study of the quality of higher education in Russian regions for adjusting programs of the development of regions.
