Abstract: In frame of creation of legislation basis for Russian natural monopoly (NM) there is represented discussion issue on interconnection of two Federal law (FL): FL on NM and FL on competition defense. From interdisciplinary approach, combination of economic and juridical sciences the notion of NM, parameters of domination state for economic agent, techniques on forming the registry of NM and normative and behavior NM identification are considered.
