Abstract:
The federal government annually appropriates funds for food aid programs that the US Agency for International Development manages to benefit some of the neediest individuals in the world. This report analyzes how one interest group, the US maritime industry, has managed to obtain rents from the Title II food aid program through cargo preference requirements in the name of national security.
