Abstract: This paper uses a survey of students in economics and business administration at the University of Hannover and the University of Regensburg. We examine students’ hypothetical responses to the introduction of tuition fees. Both less able students and students with a poor financial background have a lower willingness to pay. Moreover, ability interacts with the students’ financial situation. Ability plays a less important role if students have a good financial background.
