Hatékonyság és külkereskedelmi versenyképességi vizsgálatok a kelet- és közép-európai országokban: irodalmi áttekintés

Abstract: Az írás célja a kelet- és közép-európai országok mezőgazdaságának technikai hatékonyságát és külkereskedelmi versenyképességét elemző cikkek irodalmi összefoglalása volt, segítséget nyújtva ezáltal a téma iránt érdeklődő fiatal kutatóknak. Rövid összefoglalónk rámutatott arra, hogy a technikai hatékonyság becslése, akár mikro-, akár makroadatokat használva, számos módszertani kihívás elé állítja az elemzőket. A technikai hatékonysághoz kapcsolódó klasszikus agrárpolitikai kérdésekben ezért nincsenek végleges igazságok, az eredményeket csak óvatosan lehet értelmezni. Az üzemméret és a technikai hatékonyság között nincsen egyértelmű kapcsolat; az eredmények egy része pozitív, míg más becslések negatív kapcsolatot mutatnak. A másik gyakori kérdés, a támogatások és a technikai hatékonyság közötti kapcsolatot illetően szintén különböző eredmények találhatók a megjelent empirikus tanulmányokban. A külkereskedelmi versenyképességre vonatkozó tanulmányok eredményei szerint a várakozásokkal szemben a régió országai nem lettek jelentős agrárexportőrök. Az új elméleti és módszertani eredmények alkalmazása az agrár-külkereskedelem elemzésében sokat segíthet az új tagállamok külkereskedelmi integrációjának jobb megértésében. Röviden, számos tennivaló marad még az új kutatónemzedékek számára, hogy jobban megérthetővé váljon a régió és benne Magyarország mezőgazdaságának fejlődése. --------------------- The aim of this study was to review studies analysing the technical efficiency and foreign trade competitiveness in the Central and Eastern European (CEE) Region in order to help young researchers to get familiarised with these questions. Our brief literature review revealed that there are many methodological issues concerning the estimation of technical efficiency, irrespective of using micro or macro level data. There were some popular questions that researchers intended to answer using these methods. Two of the most important issues were the examination of the relationship between size and technical efficiency (TE) and the investigation of the effect of subsidies on TE. The results were ambiguous concerning both questions: some studies showed a negative correlation whilst others demonstrated a positive relationship. Additionally, the review of foreign trade competitiveness literature showed that the CEE countries did not become as significant exporters as was expected. Our review also suggests that the new theoretical and methodological results may help to understand better the foreign trade integration of these countries. In short, there are numerous open questions; therefore there are many directions within these topics which can be chosen by young researchers in order to contribute to the better understanding of the development of agriculture in the CEE region.
