A vidékfejlesztés helyzete és kilátásai az Agenda 2000 félidejekor

Abstract: Napjainkban az Európai Unió vidékfejlesztési gyakorlatában háromféle beavatkozás érvényesül amelyek vidékfejlesztési célokat fogalmaznak meg: az 1257/1999-es számú Vidékfejlesztési Rendelet által támogatott intézkedések, a LEADER + Program és az 1-es és 2-es célterületeken folytatható vidékfejlesztés. A legnagyobb politikai publicitást és támogatási keretet a mezőgazdaság reformjához kötött elsőként említett vidékfejlesztés kapott. A vizsgált tagállamokban ennek domináns része környezetbarát gazdálkodási módszerek és a kedvezőtlen területeken gazdálkodók támogatására fordítódik. A fogyasztók elvárásaira hivatkozva a Bizottság a jövőben a KAP-hoz kapcsolt vidékfejlesztési beavatkozások körét tovább bővíti élelmiszer-biztonsági és állatvédelmi intézkedésekkel, amelyre a csatlakozó országoknak is nagyobb figyelmet kell szentelni a jövőben. --------------- At present three types of intervention aimed at rural development are practised by the European Union: measures supported by the Rural Development Regulation No. 1257/1999; the LEADER + Programme; and rural development to be practised in target regions No. 1 and 2. The first of these measures, attached to the CAP reform, were given greatest political publicity and highest subsidisation. In member states studied by the author the predominating part of these subsidies is allocated to the support of farmers using environmentally friendly techniques or farming under unfavourable conditions. Referring to consumes’ expectations the Commission is going to widen the scope of rural development interventions by means of including food safety and animal protection measures. This has to be taken into consideration also by countries presently entering into the European Union.
