Hazai földnyilvántartási problémák a mezőgazdasági támogatásokkal kapcsolatban

Abstract: Kutatásunk célkitűzése volt a Mezőgazdasági Parcella Azonosító Rendszer (MePAR) és az egységes ingatlan-nyilvántartás működésének megismerése, elsősorban szakirodalmi kutatások segítségével, majd e nyilvántartási rendszerek egymással, illetve a valós területadatokkal való összevetése helyszíni, precíziós földmérő műszerrel végzett mérések alapján. A vizsgálat eredményeiből megállapítható, hogy a különböző földterület-nyilvántartási rendszerek által tárolt területadatok jelentősen eltérhetnek egymástól, melynek legfőbb oka az egyes rendszerek eltérő szemléletében, valamint az alkalmazott különböző vetítési alapokban keresendő. A kutatás által igazolt hipotézis alapján a fenti probléma megoldására a javaslatunk egy egységes földterület-nyilvántartó rendszer létrehozása, mely egyaránt tartalmazza az ingatlan-nyilvántartási, természetvédelmi és a mezőgazdasági támogatások szempontjából jelentős területi információkat. ---------- The aim of our research was to get acquainted with the operation of the agricultural land parcel identification system (LPIS) and the unified real estate register, primarily on the basis of literature research. Then we planned to compare these recording systems with each other and with the actual land use data based on measurements with on-site precision measuring instruments. The results of the study show that area data stored by different land registration systems can differ significantly. The main reason can be found in the different approaches of each system as well as in the different projection bases used. Based on the hypothesis confirmed by the research, to solve the above mentioned problem, our proposal is to create a unified land registration system, which contains spatial information relevant to land registration, nature conservation and agricultural subsidies as well.
