Abstract:
Agricultural Knowledge and Innovation Systems (AKIS) are responsible for ensuring the flow of information, knowledge and innovation between actors in the agri-food sector, as well as those active in education, research and advisory services. Strengthening cooperation and interactions between actors has become a horizontal objective of the European Union's Common Agricultural Policy (CAP). The CAP strategic plans of the member states aim to develop the agri-food sector through two interventions (establishing European Innovation Partnership [EIP] operational groups and providing knowledge transfer and advice). However, AKIS goes beyond the support provided by the CAP, as many additional measures and incentives falling within national competence are needed to create a modern, knowledge-based agricultural economy. Each EU member state has developed its own AKIS, according to the specific situation and needs of the member states. Previous studies on the comparison of AKIS across member states attempt to collect and then analyze the specificities of the member states, basically by collecting primary data. These studies are less suitable for an objective comparison of member states based on a uniform methodology. Although several indicator systems are available to measure innovation performance, these indicator systems measure the performance of national/regional innovation and do not provide an adequate picture of the innovation performance of the agricultural economy. The aim of the study is to develop a framework that is suitable for making the Agricultural Knowledge and Innovation Systems supporting the agricultural economy of each EU member state objectively comparable, for which the authors created the AKIS index.
