Abstract:
The author of the article analyses the content of the Integrated Strategy for the Development of Rural Areas with the purpose of learning about the vision of development and preferred directions of changes in rural areas indicated by communities participating in the pilot programme LEADER+. The author discusses the rank and scale of problems covered by the analysed documents and tries to find an answer to the question about the types of strategies – active and passive, planned to be launched by rural inhabitants. A passive strategy can be seen in this context as actions undertaken by the inhabitants of rural areas to overcome their own weaknesses (weak points), whereas an active strategy can be perceived as maximisation of development opportunities (strong points).
