With the advent of service economy, business incubators have provided a series of service support by expanding the physical space and improving the infrastructure for newly established small and medium-sized high-tech enterprises, thereby reduced entrepreneurial risks and costs as well as increasing success rate of entrepreneurs, and promoted transformation of scientific and technological achievements. Business incubators have become an important carrier for cultivating enterprises and entrepreneurs, and supporting innovation and entrepreneurship. In the context of "Business startups and innovation", technological innovation changes rapidly. More and more attention has been paid to the function of business incubators. The mode of incubator industry has evolved from government-led to integrated participation of the government, universities and scientific research institutes. Finally, this dissertation verifies the positive impact of market orientation and business model innovation on the operation performance of the incubator, and the role of institutional environment as a regulatory variable in the middle. Incubator enterprises are the carrier of China's entrepreneurship, and also the basic support for scientific and technological progress and innovation. Moreover, they exist as a special type of business entity. This research provides a theoretical reference for the entrepreneurial operation of the incubator, and also improves the demonstration of the relationship between business model innovation and operation performance in special industries. At the same time, it provides a reference for policy-making, transformation and upgrading of China's incubator industry, and has an impetus significance to promote the incubation and the innovation of high-tech enterprises.
