New options of financing the health insurance system in Romania

Abstract: The public healthcare system in Romania has been declining during the past decade: underfunded, lacking solid infrastructure and thus unable to keep professional medical staff in the country. At the heart of reform in the years to come will be a shift from a system nourished largely by out-of-pocket payments to a model based more on voluntary health insurance. However, we do not expect this to happen early enough to render Romanian market more similar to western counterparts by 2012. Despite this we expect the market to grow on average to about 12% of its potential between now and 2012.
