Abstract: The effects of the global economic crisis of recent years have made its mark on the various social health insurance systems, resulting in a significant increase in costs, ultimately affecting the basic social principles, namely, universal and non-discriminatory access to health services. Insured persons find themselves forced to pay for the price increase, cost-sharing measures, co-payments and the non-deductibility of certain services that were previously borne by the social insurance funds. The current challenge for all healthcare reforms including in countries such as France, Germany, Norway, whose health insurance schemes were judged to be role models for the rest of the world states, is to balance the financial burden on the insured.
