Abstract: Investment decisions in Romania depend on the correlation between the free enterprise and planning, but this correlation is influenced both by transition problems and the numerous changes caused by the current crisis. Planning is important and useful process for a modern society, but the planning cannot be separated from politics and the planners make political and ethical choices all the time. Because of the crisis, but on the background of European integration, the politicians and the Romanian government are practically forced to make an international expansion plan influenced by the Monetary Fund-IMF, World Bank-WB and European Commission - EC. Romania needs education planning to form policy makers, political and economic experts and mediators between different groups on the feasibility of different investment decisions included in the plans.
