The International relations of local authorities in Mexico: is there Mexican paradiplomacy?

Abstract: This paper analyzes the international relations of local authorities in Mexico in order to establish the existence of a Mexican paradiplomacy that could be used to strengthen foreign policy within the country as a whole. The paper presents an analysis about the theoretical, conceptual and referential framework that supports international relations of local authorities worldwide, and takes a close look at the legal framework which enable the reality of this phenomenon in the Mexican scenario.
