Abstract: This paper investigates the existence of adverse selection in the Brazilian health plan market. By using recent developed methodology it was not possible to confirm the existence of the fenomenon in the before regulation period. These results present new challenges to the current regulation, specially because it alerts to the possible trade-off between access assurance and economic efficiency when one imposes minimum coverage of benefits
