Developing objectives in community mental health planning

Abstract:
When several administratively independent agencies are to be involved in the development of a community mental health plan, a number of interagency communications difficulties may potentially arise. An effective mental health plan which expresses and endeavors to implement the aims of several organizations must have a foundation which represents the consensus of all of the participating units. At the same time, it must have enough flexibility to allow for the different populations served by, and the various aims, needs, and resources of, the separate organizations. The purpose of this paper is to introduce a conceptual framework for embarking on the design of objectives for a community mental health plan, where a number of administratively independent facilities provide mental health services to the population.
