Human Resource Development\'s Contribution to Forming World Class Organizations: A Practical Need for Iran\'s Development (in Persian)

Abstract: Under current global economic conditions, giant companies have a huge share in the world's Gross Domestic Product (GDP). The sales volumes of these giants are so huge that they vitually equal those of the economies of some developing countries. The success of most countries comes, without doubt, from qualified human resources. For this reason, human resource development plays a significant role in the overall perfomance of the organizations. Iran's development goals have brought about a decline in government monopoly over the economy and paved the way for the rise of a competent private sector. Competent organizations serve as the hallmark of a successful private sector. The organization's success, meanwhile, hinges on the recruitment of qualified manpower. Human resource development in turn offers a promising vision for domestic development through such approaches as the learning organizations, knowledage management, and creative minds, advancement, among others. Highlighting the major concepts in, and approaches to, human resource development, this article analytically reviews Iran's Third Economic, Social, and Cultural Development Plan in a bid to offer an overview of the country's Fourth Development Plan. The present study argues that the Third Development Plan can serve as the cornerstone for world class organizations. Some concepts and elements of the Plan, however, require further elaboration and study. These have been dealt with at the end of the article with a view to the overall visions of the Fourth Plan. The article ends with some recommendations for the Fourth Plan. They include providing opportunities for constant improvement, advancing the information technology management, creating and promoting learning organizations, fostering knowledge management, paving the way to foster creative minds, granting the organizations more functional roles and decreasing government monopoly, and paving the ground for world class organizations to play a more effective role in the global economy.
