Abstract: Governments change their governance style according to social, political and economic conditions. Cyber security technology is among today’s most changeable technologies, which is a critical key to the national security. Because of the weaknesses in the interaction among syber security research organizations, introducing a model for utilizing all existing capabilities can be an appropriate solution for the government. One of the most important domains of human knowledge is public policy, which relates to governance concept and network governance. with an aim to reach a network governance model for cyber security research institutions, this paper tried to identify governance factors, with regard to the environmental conditions in Iran. These factors were identified by using grounded theory and interviews with experts in this field. As a result, a model, together with theoretical propositions to explain it, is proposed. Among the most important propositions are: integrated policies using technology roadmap, cyber security native products, institutionalization of the importance of security in the country and a management committed to the private sector.
