Abstract: During 1980's business thrived. Privatization, deregulationl global marketing, and international competition were firmly advocated. Managers were concerned three things: customers, satistaction, decrease of production expenditure, and increase of quality. These trends are forecefully influencing the 1990's. What happened in private business and industry is also true in public sector. Public agencies their cooperation and participation in public affairs. At the same time, public agencies are attempting to delegate much of their authorities to people and institutions they set up for this purpose. What has actually happened during the last two decades demonstrates a significant change in the role of government. The to do in The old days. They have adopted new functions which benefit them more logically. The new public administration is leaving the "dependency" theory and clinging to "paricipation" theory at management. Through participations it is possible to empower and enable others to function more effectively and efficiently.
