Abstract: In the past few years the role of Human Resources Management in both private and public sectors has changed. In early sixies a different view of the workforce was emerged by Organizational Humanists such as Argyris and McGregore. According to this new approach people are viewed as having the potential to grow and to develop in this regard. Raymond Miles introduced the term "Human resources" in 1965. On the other hand, the importance of Human resources, as the result of massive changes in goods and services became more obvious. People who were operationally or tactically significant were now viewed as strategic human resources. The term of Human Capital was introduced for the human capacity to produce goods and services from the knowledge based on theory rather than experimental learning and apprenticeship. In government, most of the work force are producing science as strategic human resources. More than half of the government civilian forces work-force has been employed in educational activities and approximately two- fifth of the rest in professional, technical and administrative occupations. Strategic occupations such as physicians,engineers, academic members, lawyers, social service experts are among them. The Strategic Human Resource in both government and private sector is growing rapidly. The care for this strategic resource is a hard duty for the mangers of the present and in the future.
