Distribution of Heat Energy Consumption – Between Mechanisms and Solutions

Abstract: The purpose of this article is to highlight some aspects related to the application of the Methodology on the distribution of direct/indirect thermal energy consumption between units in a block of flats connected to the centralized thermal energy supply system, approved by Government Decision No. 281/17.04.2024. The decision in question has a fairly significant impact on both energy consumers and tenants who have disconnected from the centralized thermal energy supply system. The said regulation was adopted in the spirit of the Decision of the Constitutional Court of the Republic of Moldova No. 4/03.03.2022 on the control of constitutionality of some provisions of Law No. 92 of May 29, 2014 on Thermal Energy and Promotion of Cogeneration and of the Regulation approved by Government Decision No. 191 of February 19, 2002. Previously, in the context of the same decision of the Constitutional Court, the Ministry of Infrastructure and Regional Development of the Republic of Moldova by Order No. 184/31.10.2022 and the Government by Decision No. 752/04.10.2023 adopted similar acts. The said Methodologies were developed on the basis of the „Study on the Distribution of thermal Energy Consumption in Residential Buildings with Apartments Disconnected from the Centralized Heating System”.
