Abstract:
The accession of Bulgaria and Romania to the European Union (EU) on 1 January 2007 concluded its fifth enlargement and brought its membership to 27. Beyond the fifth enlargement, however, relations with the wider Europe were characterized by reassessment, stagnation and setbacks.
