Abstract: The essence of this category has been substantiated based on the study of existing scientific approaches for interpretation of the concept of «development». As well as definition of development of the region recreational potential has been suggested. Conceptual features over the software development of the region recreational potential, contributing to the most effective utilization have been determined through the interpretation of the Maslow’s needs theory to the regional economy challenges
