Abstract: This paper deals with issues of financial provision of water economy system and deeply — theoretical and methodological principles of the water resources capitalization. The author reveals modern methods of analysis of complex economic systems. On this basis, a decompositional scheme of water management fractals has been developed, where the target reference points, opportunities and threats to territorial water resources capital formation are identified.
