Abstract:
This paper deals with analyze of institutional factors: legislation, the structure of agency, nonformal restrictions concerning ecological monitoring. The author gives method of identification of information in ecological monitoring system as public goods. The existence of depending between formal and non-formal restrictions influencing on functioning of monitoring system are improved
