Abstract: This paper deals with research of characteristics of the recreational resources use in the system of balanced environmental management. The author substantiates the role and functions of recreational resources in the current regional ecological and economic systems, covering reproductive processes of natural resources and human capital, and foresee innovative solutions priorities towards greening the economy. The author suggests conceptual approach to the assessment of the overall recreational potential based on which the system of its evaluation methods can be developed
