The development of rural areas through the operation of balanced agricultural land ownership and land use

Abstract: This paper considers certain aspects of the current challenges in concerning formation of researchbased agricultural land ownerships and land use as a fundamental principle implementation of state regulatory policy on development of rural areas. The overviewof the author’s several scientific views regarding the further development course of the land ownership and land use has been performed on the ecological and economic basis. It has been determined that the main one is a comprehensive state land performance during the completion of land reform. It is believed that above all it is necessary to form an efficient farm and family peasant households, which would become as an integral organism of the living environment and the basic mechanism of the cultivation and natural products catering, especially for the needs of all Ukraine citizens. Attention is focused on the need for legislative and regulatory framework of the free management conditions and economic initiative as well as selfrealization, cheap long-term loans and guarantees for sales of products under stable prices only in accordance with the existing land use and land ownerships as the main participants in the proposed implementation of regulatory policy.
