Abstract:
In Kazakhstan, as in other countries, lands are the foundation of economic relations, because the land has the special role in the community. The article analyzes the impact carried out in the Republic of Kazakhstan agrarian reform on land use. Indicated the reasons for which are used to reduce the area of agricultural land and agricultural output. It is proposed to improve the resolution of legal and methodological issues. The privatization of agricultural land should be linked to the qualification requirement to the owner. For the regulation of land relations is necessary to have an automated information system inventory data. Public measures should ensure the inclusion of agricultural production potential of land with fertile soils, rational planning and redistribution of the land fund, according to the development needs of the various sectors of the economy. The development of land relations in a market economy has changed the form of management, but revealed negative aspects of this process — reduced the amount of work on the public land management, inefficiency of state control. Proposed to improve the activities of public institutions to administer the land, with an automated system of land cadastre. Given the necessary inventory information may be at an appropriate level to resolve issues of land management, issues of land market and taxation, economic incentives work for the protection and improvement of agricultural land.
