Abstract: It is proved that the sphere of forestry requires immediate organizational and economic transformations in the management system according to the European principles of decentralization and division of powers in order to prevent conflicts of interest, to ensure the self-sustainability of the industry and to take into account the interests of territorial communities in the context of modern complex realities of the country’s development. The main disadvantages and gaps in the formation of institutional support for the development of the forest sector of Ukraine were found. The author has proposed the main benchmarks for his reforming scenario, which would ensure an improvement of the institutional environment as a means to increase the efficiency of using the potential of the forestry sector in Ukraine
