Abstract: Theoretical and methodological substantiation of the methodical approach to determination of the level of ecological depressiveness of the territories of the region is given. Existing legislation regarding the definition of a «depressive region» has been researched. The groups of factors characterizing the level of development of the ecological-economic system of the region in the economic, ecological and social subsystems are formed.
