Abstract: The impact of the economic crisis on Germany’s labour market was much less serious than expected. This was possible because firms fell back to the use of internal instruments of working time adjustments such as short-time work. The firms did so because they expect labour shortages in the high-skilled worker segment and because of the tight regulation of collective dismissals. However, there are costs of this strategy, e.g. sharply rising labour unit costs for firms and fiscal costs for taxpayers. Labour market policy after the crisis should therefore make an attempt to increase the labour market’s flexibility, preventing perpetuation of these unwanted effects.
