Abstract: The study made investigates, which characteristics of works councils make employees perceive them as a normative reference group (NRG) and how they may influence employees’ innovative behavior by expressing behavioral expectations. For this purpose qualitative and quantitative studies were conducted to explore different antecedents of the perception of works councils as NRG and corresponding hypotheses were derived. In addition, the interaction effect between the perception of works councils as NRG and the degree to which they express their expectations concerning the innovative behavior is considered. The hypotheses derived from empirical exploration and theoretical considerations are tested by means of a quantitative questionnaire survey (N = 403).
