Abstract:
Drawing on the current debates about digitization of work, this paper focuses on the impact of digital technologies upon employee interest representation. For in spite of its great significance, there is hitherto not much research about the question how works councils and unions deal with the challenges and opportunities of digitization. Digital forms of communication open up both new opportunities and new risks for the negotiation of employee interests. For this reason, this paper dicusses the importance and the development of digital communication and participation processes in employee interest representation action. First, the challenges of digitization for interest representation are outlined. Subsequently the paper concentrates on two important areas of digital change: Industry 4.0 and platform economy. The question is discussed how well-established works councils and unions respond to the challenges of Industry 4.0. Afterwards, the paper examines which new foms of interest representation emerge in the area of digital work in the platform economy. The changes in both areas are discussed from a conceptual point of view, drawing on existing research publications and insights from the authors’ ongoing empirical research. Eventually, open questions are registered and promising research perspectives are outlined.
