Abstract: The consequences of digitalization for working and employment conditions are not predetermined by technology but can be shaped. However, for this tobe the case, employees and their representatives must play an active part in shaping structural change. The purpose of the NRW Arbeit 2020 project implemented jointly by IG Metall, NGG and IGBCE is precisely to develop such an active, participatory approach to policy development. Academic evaluation of the project shows that the willingness of trade unions and works councils to shape policy through dialogue is producing results. However, extensive consultation is necessary, and such an exercise cannot be readily carried out in all establishments.
