Abstract: The field of nursing had been experiencing a severe staffing shortage even before the COVID-19 pandemic, but the events of the last year have further exacerbated and publicized that shortfall. In the event of a crisis, the directors of nursing care facilities are expected to solve problems and find solutions, even though in reality they are often only able to play a reactive rather than a proactive role. Directors of nursing care facilities are taking decisive actions but the measures seem tobe limited in scope and fall short of impacting the industry as a whole. The theoretical classifications in this paper are based on the concept of risk policy. The decision-making process at nursing institutions during a crisis, the contradictions inherent to the resulting actions, and how some of the measures implemented actually exacerbate pre-existing problems are all presented with the help of empirical data collected via the ZAFH care4care joint project.
