Comment on Nordhaus: Tax Carbon, Not Fossil Fuels

Abstract: William Nordhaus's proposal to tax fossil fuel at the source could be improved by taxing carbon emissions instead and thereby providing incentives for carbon capture and storage technology, according to Roger Sedjo.
