Building Mass Fatality Management at the Regional Level for Pandemic and Catastrophic Response

Abstract: A traditional mass fatality management (MFM) approach will not build sufficient capacity for response and recovery based on the predicted death modeling for a 1918-like Pandemic Influenza outbreak or another catastrophic incident with a non-geographically centered impact (i.e. parallel waves of resource demand). Non-traditional mass fatality planning has lagged behind other disaster topics in terms of actionable planning that is realistically addressed and that engages the community. If national preparedness efforts do not acknowledge the need for a different type of non-scene based MFM approach, our country will remain unprepared. This article advocates for the use of a regional approach to MFM response and recovery.
