Abstract: Permanent Structured Cooperation known also under the abbreviation PESCO is an important part of the Common Foreign and Security Policy of the European Union. The aim of the thesis is to analyse its functioning and the involvement of the member states in this cooperation. It also deals with the development that preceded the emergence of PESCO and various attitudes towards its functioning. The opinions of large EU states such as Germany and France, as well as the attitude of Slovakia, are taken into account. Since the emergence of PESCO has also revealed the opinions that it is a path to a common EU army, the work also explores potential of this army from the point of view of its size and equipment, as well as the obstacles currently in the way of creating such an army.
