Abstract: Trends and factors of development have been studied of a rule-of-law, welfare state system in Ukraine as a concept, a constitutional principle, a basic value and as an actual practice of state bodies to solve social problems of society and social groups. A number of suggestions have been made to build the optimal model of welfare state in Ukraine.
