Abstract: This paper explores international environmental ratings of Environmental Performance Index and Climate Change Performance Index and determines why the Russian Federation occupies a particular place. Analyzing the indicators used in the ratings, the authors assess the achievements of building a green economy in the Russian Federation and study the best practice of foreign countries. Based on the results of the study, the authors have developed recommendations, which might be of use in overcoming the problems that hinder the building of a green economy.
