Abstract:
This paper measures the effect of undergoing a retraining programme on finding a permanent job. It uses a generalised Tobit model with several endogenous selections. Retraining programmes increase the beneficiaries?likelihood of finding a permanent job by an average of 8 points. However, if workers who weremade redundantand were not in the programme had beenable tobenefitfrom it, theirlikelihoodof finding apermanent job would have increased by anaverage of 30 points. These findings lead us to conclude that the retraining programmes were effective overall, but that they were not offered often enough to the individuals who would have benefited most.
