Gouvernance francophone « responsable », condition d'une politique socio-économique efficace et solidaire en Belgique ?

Abstract: This short paper starts from two contributions written by economists in late 2007 and early 2008 which plead for : (i) improved public governance in French-speaking Belgium, and (ii) « responsible solidarity » within Belgium, together with improved coordination of policies. The paper argues that these two messages are complementary and discusses some specifics of a mechanism meant to incentivize regional convergence in employment rates across Belgian regions, noting that such a convergence would basically eliminate the fiscal transfers between regions.
