Abstract:
This short paper starts from two contributions written by economists in late 2007 and early 2008 which plead for :(i) improved public governance in French-speaking Balgium, and (H) « responsible solidarity » within Belgium, together with improved coordination of policies. The paper argues that these two messages are complementary and discusses some specifics of a mechanism meant to incentivize regional convergence in employment rates across Belgian regions, noting that such a convergence would basically eliminate the fiscal transfers between regions. © De Boeck Université.
